The different types of irregularity and their determinants are identified and then reconstruct the set of instruments that, as a toolbox, were implemented to address the problem in its heterogeneity. Then, the characterization of the three-decade cycle of Buenos Aires regularization policy, its stages, the roles assumed by the State in the face of irregularity and its general results are presented. The foundations that have sustained these interventions for more than three decades are discussed. Este estudio se centra en analizar el tratamiento de la irregularidad del hábitat popular urbano dado por los sucesivos gobiernos de la provincia de Buenos Aires, Argentina, desde que el problema ingresó como cuestión en la agenda pública, a mediados de la década del 80, hasta 2015. Se identifican los distintos tipos de irregularidad y sus determinantes para luego reconstruir el conjunto de instrumentos que, a modo de caja de herramientas, se implementaron para atender la problemática en su heterogeneidad. Luego, a partir de los resultados de un análisis diacrónico, se presenta la caracterización contextualizada del ciclo de tres décadas de la política de regularización bonaerense, sus etapas, los roles que asumió el Estado frente a la irregularidad y sus resultados generales. Se ponen en discusión los fundamentos que han sostenido dichas intervenciones durante más de tres décadas. Universidad Nacional del Nordeste.
