Due to the lack of bibliographical or technical data of systematic nature, such as theoretical studies underlying city planning projects or programs that have been proposed or executed, two approaches were used by the author: an examination of the present status of the use and appropriation of public buildings and spaces of historical significance and the analysis of the range of the existing instruments, as well as forms of grassroots participation in the decision-making processes. The article describes a part of that study, focusing on the way these buildings were used over time and particularly while they were under the protection process. Esta pesquisa teve como objetivo analisar e compreender o papel dos edifícios tombados nas intervenções de reabilitação realizadas nos centros históricos das cidades paulistas, iniciando pelo estudo dos centros históricos de Santos e Campinas. Na ausência de dados sistemáticos sobre a questão, sejam bibliográficos ou técnicos, tais como trabalhos teóricos que embasem planos, programas e projetos urbanos, propostos e executados, foram utilizadas duas formas de abordagem: a leitura do estado atual de uso e apropriação dos edifícios e espaços públicos de valor patrimonial e a análise do alcance dos instrumentos existentes, bem como formas de participação da população nas decisões e implementação dos programas. Apresentamos aqui um recorte dos resultados deste estudo, onde a discussão se concentrou na forma como estes edifícios foram utilizados ao longo dos anos e, particularmente, enquanto estavam sob a proteção da abertura de processos de tombamento.
