This tourism dynamics strongly marked the territorial development of Uruguay, particularly as receptor of tourists from Argentina. The impact on Uruguayan economy is continuously increasing (7% of GDP in 2017), and the number of annual visitors is larger than the country's population. The Southern and Southeastern Uruguayan coast characteristics have been persistently modeled by the sun and beach holiday tourists (domestic and regional) and exhibits a variety of cultural landscapes created by various social groups and imaginaries. The second residence seaside resorts for the ample middle-class sector of Rio de la Plata coexist with urban constructions of the transnational capital "financial colonization" in Punta del Este, and small towns set deep in wilderness landscapes. The destiny of large scarcely anthropized areas that attract visitors who like wilderness, rural, and small-town tourism is central for territorial ordinance and tourist policies that may be integrated in potential circuits spanning countryside and seacoast scenery. The recent regulations and the contribution of academic and other involved actors pose the challenge of developing new forms of responsible tourism, protection of eco-systemic resources, and sustainable local development. Los espacios con alto grado de naturalidad del Cono Sur han sido generadores de tempranos e importantes flujos turísticos, principalmente intrarregionales. Esta dinámica turística, ha signado fuertemente el desarrollo territorial uruguayo, especialmente como receptor desde Argentina y se manifiesta en una creciente incidencia económica (7% del PBI) involucrando un número de visitantes anuales mayor que su población. Las características de la costa Sur y S.E. uruguaya fueron modeladas en forma persistente, por las actividades turísticas de sol y playa y presentan variedad en cuanto a paisajes culturales, creados por distintos grupos sociales y sus imaginarios. Coexisten los “balnearios” de segunda residencia de los amplios sectores medios rioplatenses, un ejemplo de la “colonización financiera” de los capitales trasnacionales en la urbanización de Punta del Este y pequeños pueblos enclavados en paisajes naturales. Para el ordenamiento territorial y las políticas turísticas, es interesante considerar el futuro de amplios espacios escasamente antropizados, potenciales atractivos para el turismo de naturaleza, rural y otros, a incorporar en posibles circuitos de campo y mar. La reciente legislación, el aporte académico y de otros actores involucrados, plantean desafíos hacia nuevas formas de turismo responsable, de protección de los recursos ecosistémicos y desarrollo local sustentable.
