To this end we will examine the plans and programs of the last three administrations to deconstruct the methods, the narratives, and the frameworks in which they were developed. Using tools for discourse analysis from a socio-cognitive approach (Van Dijk, 2012) the discourse associated to public policy instruments is analyzed in order to detect the explicit and implicit assumptions, themes, principles, goals and meanings that guided tourism policies in the last two decades. Therefore, by examining official documents we will identify social representations, assessments, intentions, and elements such as roles, positions, and relationships within thee local microstructures. Although the present analysis includes representations that emanate from the official discourse and focuses on the Magic Towns Program as a prime reference, we suggest that the implicit social representations are revealed in the rhetoric of public tourism policies in Mexico. El análisis de las políticas públicas es clave para entender las prioridades de los gobiernos en turno así como los mecanismos que hacen operativas dichas políticas (Considine, 1994: 4). Para tal efecto, analizaremos los planes y programas de las últimas tres administraciones con el fin de deconstruir los planteamientos, las narrativas, y los contextos en donde se desarrollan. Utilizando herramientas para el análisis del discurso desde un enfoque sociocognitivo (Van Dijk, 2012) se analiza el discurso asociado a los instrumentos de política pública con la finalidad de detectar los supuestos explícitos e implícitos, los temas, los principios, las finalidades y los significados que orientaron la política del turismo en las últimas dos décadas. Es a través de los documentos oficiales que podemos identificar las representaciones sociales, las valoraciones, las intenciones, y los elementos constitutivos tales como los roles, las posiciones, y las relaciones al interior de las micro estructuras locales. Si bien el presente análisis comprende las representaciones que emanan del discurso oficial y se centra en el Programa Pueblos Mágicos como referente privilegiado, consideramos que se alcanzan a exponer las representaciones sociales implícitas en la retórica de las políticas públicas del turismo en México.
