The purpose of this article is to analyze the collective capacities that enable tourism in thecommunity of San Mateo Capulhuac, Mexico, based on variables and indicators that are part of amethodological approach proposal, which is highlighted as the main contribution, since whichallows to articulate with tourism the theoretical assumptions of collective capacities and publicpolicy networks. Since in the specialized literature the production that links both approaches withsuch activity is incipient, this collaboration is also intended to contribute for this gap. Derivedfrom the analysis, it was identified that although the different sectors have developed certaincapacities, they are insufficient to position tourism as a significant item in the community. However, the social sector has stood out as a head of tourism initiatives, which openspossibilities for action in other areas that support the precarious conditions of the inhabitants ofthat locality located in the State of Mexico. El presente artículo tiene como propósito analizar las capacidades colectivas que posibilitan elturismo en la comunidad de San Mateo Capulhuac, México, a partir de variables e indicadoresque forman parte de una aproximación metodológica, la cual se resalta como la principalaportación, ya que permite articular, con el turismo, los supuestos teóricos de las capacidadescolectivas y de las redes de política pública. Dado que en la literatura especializada es incipientela producción que vincula ambos enfoques con tal actividad, también se pretende, con estacolaboración, abonar a dicho vacío. Derivado del análisis se identificó que aun cuando losdistintos sectores han desarrollado ciertas capacidades, son insuficientes para posicionar alturismo como un rubro significativo en la comunidad. No obstante, el sector social ha destacadocomo impulsor de iniciativas turísticas, lo cual abre posibilidades de acción en otros ámbitos queapoyen las precarias condiciones de los habitantes de esa localidad ubicada en el Estado deMéxico.
