Sumario:The disorderly growth of cities is a worrying dysfunctional dynamic, despite the unplannedurban growth of rural localities have been able, without a doubt, to go unnoticed until it is at apoint of rural-urban interface; This is when the government entities initiate the generation ofdevelopment plans and programs, however these take a few more years for publication, thusleaving that point of swap to the urban pass, generating various problems, not only around urbangrowth, but also in the environment and the quality of life of the population. The purpose of this research document is, using the Methodological Guide of the Program ofEmerging and Sustainable Cities of the Inter-American Development Bank (IDB), to identify thenegative actors of the rural town of Piscila, to broaden the vision of the future plans anddevelopment programs, thus finding a solution to the impact in the transition from rural to urban,at an opportune time for the locality to grow in a sustainable manner.
