The purpose of this research document is, using the Methodological Guide of the Program ofEmerging and Sustainable Cities of the Inter-American Development Bank (IDB), to identify thenegative actors of the rural town of Piscila, to broaden the vision of the future plans anddevelopment programs, thus finding a solution to the impact in the transition from rural to urban,at an opportune time for the locality to grow in a sustainable manner. El crecimiento desordenado de las ciudades constituye una dinámica disfuncional preocupante,no obstante el crecimiento no planificado de las localidades rurales ha pasado desapercibidohasta que se encuentra en una interface rural-urbano; es ahí cuando las entidadesgubernamentales inician la generación de planes y programas de desarrollo, los cuales tardanpara su publicación, dejando así que esa permuta a lo urbano pase, generando problemas, no soloentorno al crecimiento urbano, sino también al medio ambiente y la calidad de vida de lapoblación. El objeto de esta investigación es, utilizando la Guía metodológica del Programa deCiudades Emergentes y Sostenibles, del Banco Interamericano de Desarrollo (BID), identificarlos actores negativos de la localidad rural de Piscila, para ampliar su visión de desarrollo yencontrando soluciones al impacto en la transición de lo rural a lo urbano, en tiempo oportunopara que la localidad pueda crecer de manera sostenible.
