Elements of both traditional and strategic planning were combined in a complementary way. In order to create an urban, organized, planned and sustainable space, where the needs and requirements of its inhabitants are covered in the economic, social and cultural aspects, and where their rights and duties as citizens are promoted both today and in the course of the next ten years. The proposed strategic guidelines seek to promote the execution of the action program over time and identifying the public, private or social organizations that will lead each action. This study ends with a proposal that is specified in two housing projects in accordance with the urban environment and current urban regulations El presente artículo refiere a la elaboración de un plan especial para una zona del Macrosector Centro de Barquisimeto, derivado de un análisis situacional de la estructura urbana, organización social, población residente, vialidad y requerimientos de equipamientos urbanos. Se combinaron elementos tanto de la planificación tradicional como de la estratégica en manera complementaria. Con la finalidad de conformar un espacio urbano, organizado, planificado y sustentable, donde sean cubiertas las necesidades y requerimientos de sus habitantes en los aspectos: económico, social y cultural, y donde se promuevan sus derechos y deberes como ciudadanos, tanto en la actualidad como en el transcurrir de los próximos diez años. La propuesta de lineamientos estratégicos busca propiciar la ejecución del programa de acciones en el tiempo e identificando las organizaciones públicas, privadas o sociales que liderarán cada acción.
