Thus, the right to the city proposes to reverse the pyramid of power on which the mechanisms of a centralized state are based: “top-down” administration and traditional urban planning. But what does the reversal of power look like? Better yet, what tools do architects have today to undertake this struggle for a more human city? And, finally, how is this task linked to the current practices of traditional urbanism? Es fundamental aclarar que el derecho a la ciudad, no es un derecho más. Es el derecho a hacer cumplir los derechos ciudadano-constitucionales, que ya existen formalmente. Podemos afirmar que el reclamo por el derecho a la ciudad, constituye una lucha por una ciudad más humana; y en esta lucha, el arquitecto tiene un papel fundamental como intermediario entre el habitante y su entorno urbano; para tomar la ciudad, actuar en ella, unir causas, comunicarse, aprender, tomar decisiones y generar cambios. El derecho a la ciudad plantea invertir la pirámide de poder sobre la que se asientan los mecanismos propios de un estado centralizado, como lo son: la gestión, la administración y la planificación urbana de tipo tradicional; conocida en inglés con el término “top-down”. Pero, ¿Qué herramientas encuentra hoy el arquitecto para ejercer esta lucha por una ciudad más humana? y ¿Cómo se vincula este quehacer con las actuales prácticas del urbanismo tradicional?
