Resumo:This paper supports the thesis that the State, and not only the market, is responsible - intentionally or unintentionally - for urban segregation. Policy analysis of municipal finance, social housing, infrastructure, transportation, utilities, and even urban renovation, confirms that together they set cities in a discriminatory way. The review of several public policies that, although sectoral, complement each other in the reproduction and exacerbation of urban segregation, demonstrates that these often contradict government programs aimed at reducing inequality or mitigating unequal situation.
