| Zusammenfassung: | This paper presents reflections on the limits of compulsory urban land subdivision, building or use, to guarantee the fulfillment of the social function of urban property in Brazil and especially in the Baixada Santista Metropolitan Region. The genesis of this urban policy instrument and its relevance are discussed to face the speculative retention of real estate, in order to present a balance of its application in Brazilian municipalities, especially in this region where it was practically not implemented, despite its unsustainable socio-spatial pattern of urban occupation. |
