Este artículo busca rehacer el camino de construcción del Estatuto de la Ciudad y de la connotación actual del Plan Director. Se pretende comprender las ambigüedades y contradicciones del Estatuto de la Ciudad, en especial en lo que se refiere al Plan Director, y verificar la adecuación de estos instrumentos a los municipios de pequeño porte poblacional. La metodología utilizada fue una revisión y análisis crítico de la bibliografía pertinente. Como resultado, el artículo pone en foco obstáculos importantes a la adecuación de los planes directores post-Estatuto de la Ciudad a los municipios de pequeño porte poblacional.

The content that composes the City Statute is the result of a long process of construction that has influences from diverse discursive matrices. In this trajectory, a process of resignification of the idea of ​​the Master Plan is observed. This article seeks to retrace the way of building the City Statute and the current connotation of the Master Plan. The objective is to understand the ambiguities and contradictions of the City Statute, especially with regard to the Master Plan, and verify the adequacy of these instruments to municipalities of small population. The methodology used was a review and critical analysis of the relevant bibliography.
