The revised text presents two main characteristics: the guarantee of public participation and self applicability. The realization of public hearings and audiences had the support of City Ministry recommendations. In the project sent to the City Council, the role of the municipal councils is reinforced. In it is also established a variegate set of forms for public participation. The plan has a series of self applicable tools on a way that does not depend on posterior regulations. A revisão do Plano Diretor do município de Viçosa foi iniciada no final de 2006. O texto revisto apresenta duas características: a garantia da participação popular e a auto-aplicabilidade. A realização das consultas, audiências e debates públicos tiveram o respaldo das recomendações do Ministério das Cidades. No projeto encaminhado à Câmara Municipal, o papel dos conselhos municipais é reforçado e estabelece-se um variado elenco de formas de participação popular. O plano possui uma série de dispositivos auto-aplicáveis de forma a não depender de regulamentações posteriores. Universidade de São Paulo.
