oai:revistas.usp.br:article-475092020-03-17T16:31:55Z [N] As transformações econômicas no grande ABC de 1980 a 1999 Anau, Roberto Vital Economia regional reestruturação produtiva sub-região metropolitana região doABC terciarização indústria The present article is a synthesis of our research, based on the evolution of the value added and employment rate by economic sectors, concerning the formal labor market during the decades of 1980 and 1990, reveals the leadership of the Great ABC region on the process of intensification of productivity based on an increase of the value added per employee associate to a decrease of the total number of jobs. The automotive industry and its related industries were in the forefront of this process, which coexisted with an increasing predominance of the tertiary sector over the manufacturing sector. More selective hiring criteria were introduced in the Great ABC manufacturers, with a sharp cut of the occupations associate to traditional middle level jobs and unskilled workers, affecting mainly males. As a result, has been increasing the precariousness of the quality of life of the local lower income population, which is expressed by the worsening of the social and economic indicators of this particular region of the São Paulo metropolitan area. At the same time, the engagement of both, municipality managers and social agents, in a progressive and efficient regional alliance, allowed the creation of the ABC Regional Chamber in 1997, aiming at promoting the regional economic development. Albeit not discussing the worth of this specific institutional agreement, the article – as the research in which it is based – points out the economic sectors that could enhance social and economically the region, although emphasizing the constraints of this growth due to the present stage of the international accumulation process. Este artigo sintetiza minha dissertação, baseada em pesquisa de dados referentes ao Valor Adicionado, em nível de emprego, admissões e desligamentos de pessoal, nas décadas de 80 e 90, a qual indica uma forte liderança territorial do Grande ABC em processos de intensificação da produtividade do trabalho, com grande enxugamento de recursos humanos e incremento da geração de Valor Adicionado por empregado. A indústria de material de transporte e os segmentos a ela ligados protagonizaram esse processo. Concomitantemente, ocorre intensa terceirização do território econômico do ABC. Os critérios de empregabilidade se tornaram fortemente restritivos no Grande ABC, descartando trabalhadores de ocupações industriais tornadas obsoletas, de faixas etárias mais avançadas, baixa escolaridade e do sexo masculino. Conseqüentemente, houve uma precarização das condições de vida de setores populacionais mais frágeis diante desse novo padrão empregatício, refletindo-se na queda dos indicadores sociais dessa sub-região da metrópole paulista. Este segundo processo também ocorre sob liderança territorial do ABC nos contextos metropolitano e estadual. Simultaneamente, os poderes públicos e agentes sociais se engajaram em uma progressiva e eficiente articulação regional, culminando com a criação da Câmara Regional do ABC em 1997, cujo mérito e limitações intrínsecas e extrínsecas são abordadas sinteticamente, nas considerações finais.
