The downtown area of the city of São Paulo has been the focus of different propositions aiming its revitalization, according to different approaches and emphasizing different aspects. This article examines a set of documents recording urban policies to the city center that span from the Basic Urban Plan (PUB), published in 1969, to the Urban Center Operation Law, of 1997. Those documents help us identify the explicit goals, the key concepts, the guidelines and the suggested strategies for that part of town. Based on this groundwork, periods are proposed according to different approaches and objectives, and the delimitations and concepts of the city center are discussed. Finally, some aspects related to the formulation of policies towards the central area are discussed, highlighting the role played by the partnership between the government and the private initiative in the most recent propositions. A área central da cidade de São Paulo tem sido objeto de proposições urbanísticas que têm colocado como objetivo sua requalificação, segundo diferentes abordagens e enfatizando diferentes aspectos. O presente artigo examina um conjunto de documentos que registram o ideário das políticas públicas preconizadas para o centro da cidade, desde a publicação do Plano Urbanístico Básico (PUB) em 1969 até a Lei da Operação Urbana Centro em 1997. Nos documentos examinados são identificados os objetivos explícitos, os principais conceitos norteadores, as diretrizes e as estratégias propostas para a intervenção na área central. Com base nessa identificação, propõe-se uma periodização tendo por base diferentes abordagens e objetivos e são discutidas as delimitações e conceituações de área central. Finalmente, são discutidos alguns aspectos associados à formulação de políticas para a área central, destacando o papel que o ideário de colaboração entre o setor público e o setor privado vem desempenhando nas proposições mais recentes.
