The Controlled CostHousing (CCH) program from Portugal and the My Home My Life(MHML) program in São Paulo are investigated.The space standards are more stringent for CCH than for MHML.The less-stringent space standards in the municipality of São Paulomay be justified by the housing deficit that exists in Brazil, the lowincome of poor households, and the option to sell highly subsidizedaffordable housing. Although affordable homes are substantiallysmaller in the municipality of São Paulo, user satisfaction withdwelling size is higher.Based on the results of this study, these authors recommendconducting an examination of the feasibility of several improvementsto the MCMV program. The following improvements should beconsidered: increase the total floor area of the dwellings; encourageinnovative spatial and construction solutions that are economic andcomply with the user needs; enable the construction of dwellingswith one, two, three, or four bedrooms; and increase the return onpublic investment with more sustainable economic models.

En este artículo se comparam las exigencias de espacio que se aplican ala construcción de habitaciones de interés social (HIS) en Portugal y en elMunicipio de São Paulo, y se buscaron explicaciones para las diferenciasen el contexto socioeconómico de cada territorio. Se han analizado losprogramas de “Habitación a Costo Controlado” (HCC) en Portugal y “MiCasa Mi Vida” (MCMV) en de São Paulo.Se ha verificado que las exigencias de espacio que se aplican a laconstrucción de viviendas en el programa HCC son, en la generalidad delas especificaciones analizadas, superiores a lo establecido para elprograma MCMV. El menor nivel de las exigencias de espacio del programaMCMV puede justificarse por el déficit de viviendas que existe en Brasil,por el bajo rendimiento de la población más necesitada y por la opción devender HIS fuertemente subvencionada. Aunque las viviendas sociales enSão Paulo tienen un área sustancialmente inferior a la de las viviendas delmismo tipo en Portugal, el nivel de satisfacción de los habitantes con eltamaño de las viviendas es más elevado en el Municipio de São Paulo.En base a los resultados presentados, se recomienda la realización de unestudio en el que se analice la viabilidad de introducir diversosperfeccionamientos en el programa MCMV, a saber: aumentar el área útiltotal de las viviendas; incentivar la adopción de soluciones espaciales yconstructivas innovadoras, que sean económicas y adecuadas a lasnecesidades de los habitantes; permitir la construcción de casas con uno,dos, tres o cuatro dormitorios; y aumentar el retorno de la inversiónpública, con modelos de financiamiento más sostenibles. Neste artigo, comparam-se as exigências de espaço aplicáveis àconstrução de habitação de interesse social (HIS) em Portugal e noMunicípio de São Paulo, e procuraram-se justificações para as diferenças no contexto socioeconómico de cada território. São analisados osprogramas “Habitação a Custo Controlado” (HCC), em Portugal, e “MinhaCasa Minha Vida” (MCMV), em São Paulo. Verificou-se que as exigênciasde espaço aplicáveis à construção de habitação no programa HCC são, na generalidade das especificações analisadas, superiores às estabelecidaspara o programa MCMV. O menor nível das exigências de espaço do programa MCMV pode ser justificado pelo deficit habitacional que existeno Brasil, pelo reduzido rendimento da população carenciada e pelaopção de vender HIS fortemente subsidiada. Apesar de as habitações deinteresse social no Município de São Paulo terem uma área substancialmente inferior à das habitações do mesmo tipo em Portugal, onível de satisfação dos moradores para com o tamanho das habitações émais elevado no Município de São Paulo. Com base nos resultadosapresentados, recomenda-se a realização de um estudo que analise aviabilidade de introduzir diversos aperfeiçoamentos no programa MCMV,nomeadamente: aumentar a área útil total das habitações; incentivar aadoção de soluções espaciais e construtivas inovadoras, que sejam económicas e adequadas às necessidades dos moradores; permitir aconstrução de fogos com um, dois, três ou quatro dormitórios; e aumentar o retorno do investimento público, com modelos de financiamento mais sustentáveis.
