Case study: La Enea”. The research arise from the concern on low quality for Low Incomes Housing (LIH) build in Colombia nowadays, which usually is limited to a series of processes that depend directly on public policy’s. This policy’s have determined physic-space aspects of housing and its surroundings as economical, social and cultural aspects of the population. The period between 1939 and 1991 was characterized by direct state action in the social housing building through the Institute of Territorial Credit, entity that use to operate with a variety of systems that assisted the acquirement of housing for people with low incomes. In 1991 the State delegated the dwelling construction to private real state and it limited the action only through financial support for new or used housing and for housing improvement. The research starts with a historic review about housing politics in Colombia but it is centered in a case where different administration processes for social housing building were applied three decades ago and through analysis by comparing it with a recent project we search their actual validity. Este artículo sintetiza el trabajo de grado Sistemas de operación para la vivienda social aplicados por el Instituto de Crédito Territorial –ICT–. Caso ciudadela La Enea, presentado para optar al título de arquitecto otorgado por la Universidad Nacional de Colombia. La investigación surge de la preocupación por la baja calidad de la Vivienda de Interés Social –VIS– que se construye actualmente en Colombia, la cual está envuelta en una serie de procesos que dependen directamente de las políticas públicas. Dichas políticas han determinado tanto los aspectos físico-espaciales de la vivienda y su entorno, como los ámbitos económico, social y cultural de la población. El período comprendido entre 1939 y 1991 se caracterizó por la acción estatal directa en la construcción de vivienda social a través del ICT, entidad que operó con una variedad de sistemas que facilitaban la adquisición de soluciones de vivienda a personas de bajos ingresos. En 1991 el Estado delegó la construcción de la vivienda a la empresa privada y limitó su actuación a la adjudicación de subsidios para vivienda nueva o usada y para el mejoramiento de vivienda. De esta manera, la investigación realizada, además de hacer una mirada histórica de las políticas de vivienda en Colombia, se centra en un caso donde se estudian distintos modelos de gestión para la construcción de vivienda social que se aplicaron tres décadas atrás, de los cuales, a través de su comparación con un proyecto reciente, se pretende establecer su vigencia.
