Public administrative actions of Manizales municipality are reviewed between 2000-2006 period in which three different administrations were assumed. Planning strategies, implementation and following devices have been studied, considering the different dimensions of the development entrusted to the territorial entity, by the elaboration and interpretation of efficacy, efficiency, coherence, continuity, administrative participation and localization of the variable actions and its indicators. Results are given in two different ways, first, related to the supported reflections about the outcome of the application of statistical indicators to variables; second, by the construction of a proposal for territory management and occupation that gives possible work lines to achieve a sustainable development of the territory, assuming as principles the urban-rural interaction, the decentralized and inter-institutional actions, and the regional articulations of the public programs. In this article are primarily reported the first group of results. Este ejercicio investigativo está enmarcado en la planificación territorial, estructurado a partir de principios teóricos del medio ambiente y el desarrollo sostenible y, en esta medida, en la actuación estatal basada en el marco constitucional y legal. En esta oportunidad se quiso hacer una observación de los ejercicios de la administración pública del municipio de Manizales en la serie 2000-2006, periodo durante el cual se llevaron a cabo tres administraciones; para ella se realizó el estudio de los instrumentos de planificación, ejecución y seguimiento, a partir de las diferentes dimensiones del desarrollo encargadas al ente territorial, a través de la elaboración e interpretación de indicadores de eficacia, eficiencia, coherencia, continuidad, participación administrativa y localización de las acciones. Sus resultados se dan en dos perspectivas, la primera de ellas está asociada a las reflexiones sustentadas en las mediciones estadísticas de los diferentes indicadores aplicados a las variables; y en una segunda parte, se puede observar la construcción de un escenario propositivo de gestión ocupación del territorio que muestra un posible panorama de actuación para alcanzar el desarrollo sostenible del territorio, fundamentado en la interacción urbano-rural, en las actuaciones descentralizadas e interinstitucionales, así como en la articulación regional de los programas públicos. En este artículo en particular, se reportan exclusivamente los primeros resultados de la investigación.
