This fragmentation is demonstrated in the relations of access to goods and services, as in the physical space; the studies have demonstrated that in Latin America the patrimonial component is the one in greater deficiency exceeding food and capacities (health and education). The urban space accentuates the inequalities, generates an impact in the urban life of the social groups. The conditions in the cities of Latin America are deplorable; the uncovered necessities exceed the forecasts and continue increasing. This article analyzes the conditions of the urban poverty in Latin America and the policies adopted to confront the phenomenon of poverty in order to propose guidelines for social inclusion. Los sistemas para la medición de pobreza, la desigualdad y la exclusión permiten comprender las condiciones sociales reinantes; tales condiciones caracterizan las sociedades actuales y definen las comunidades complejas en vista de que expresan la fragmentación social. Esta fragmentación se evidencia, además de en las relaciones de acceso a bienes y servicios, en el espacio físico; los estudios han demostrado que en Latinoamérica el componente patrimonial es el que se encuentra en mayor carencia por sobre la de alimentos y la de capacidades (salud y educación). El espacio urbano acentúa las desigualdades, genera un impacto en la vida urbana de los colectivos sociales. Las condiciones en las ciudades de América Latina son deplorables, las necesidades no cubiertas rebasan las previsiones y siguen en aumento. Este artículo analiza las condiciones de la pobreza urbana en América Latina y las políticas que para resolver el fenómeno de la pobreza se han adoptado con el fin de proponer pautas de inclusión social.
