In that sense, it reflects a process of social construction historically contextualized, where multiple actors intervene mobilized by individual targets, which are related and interact on the basis of capabilities and resources, influencing processes of construction or transformation sectors or cities. The city of Concepción, Chile, like the vast majority of urban centres in the country and Latin America, has seen urban informal processes that tell us about social construction of underground movements of the Latin American cities, processes that have been transforming and shaping the image of them. This work, tries to describe the experience of La Costanera, an informal settlement consisting of 2,000 families and that is intervened by a large urban project. Their development, expresses alternative forms of urban governance from the public sector, recognizing and integrating various actors in the process, granting them with unique characteristics. Las ciudades, en la medida en que representan una forma de organización social, son también un espacio socialmente construido y el escenario donde se expresan los efectos del crecimiento y el desarrollo, con sus dimensiones de modernidad, desigualdad, posibilidades y crisis. En tal sentido, refleja un proceso de construcción social contextualizado históricamente, en donde intervienen múltiples actores movilizados por objetivos particulares, que se relacionan e interactúan en función de capacidades y recursos, influyendo en procesos de construcción o transformación de sectores o ciudades. La ciudad de Concepción, en Chile, al igual que la gran mayoría de los centros urbanos del país y de latinoamérica, ha sido testigo de procesos urbanos informales que nos hablan de movimientos subterráneos de construcción social de la ciudad latinoamericana, procesos que han ido transformando y configurando la imagen de las mismas. El presente trabajo, intenta describir la experiencia de La Costanera, asentamiento informal constituido por 2.000 familias y que es intervenido a través de un proyecto urbano de grandes dimensiones. Su desarrollo expresa formas alternativas de gestión urbana desde el sector público, en las que se reconocen e integran a diversos actores en el proceso, y se le imprimen características particulares.
