However, depending on successive Secretaries of State planning programs have been made relying on national and international specialists, but the quantity of the proposed resources exceed the public budget. Lately, the Mexico City Government has announced numerous expropriations in order to finish with the illegal commerce; as well as ending the construction of a new subway line and the new suburban train which will communicate Mexico City with the State of Mexico; also finishing the Periferico’s (elevated transport) second floor. La planificación territorial y urbana en México comenzó tardíamente, y los gobiernos, tanto federales como estatales y municipales, no han sabido programar las medidas a largo plazo, sino que durante los largos setenta años en los que los gobernantes fueron apoyados por el Partido Revolucionario Institucional, PRI, se iniciaron obras que jamás fueron terminadas por sus sucesores. Sin embargo, dependiendo de sucesivas Secretarías de Estado, se han hecho programas de planificación contando con especialistas tanto nacionales como extranjeros, pero la cuantía de los recursos propuestos rebasa las arcas públicas. A últimas fechas, el gobierno de la ciudad de México ha anunciado numerosas expropiaciones tanto para desarraigar el comercio ilícito, como para la construcción de una nueva línea del metro y del nuevo tren suburbano que comunicará la ciudad de México con el Estado de México, y así mismo, se ha previsto la terminación del segundo piso del Periférico.
