In spite of the important increase of sustainable development, sustainability and urban sustainability. Its theory and methodology advances are still in development process. The achievement of this document is to contribute on the construction of a conceptual frame by understanding that the undeveloped countries must solve simultaneously problems on ecological preservation and urban poverty, task that becomes titanic because of the lack of resources. The study on how it is possible to be sustainable in undeveloped countries without resources and environmental problems is becoming a necessity. New paradigms for planning processes and for city management are necessary to allow urban sustainability with few resources. Este documento se concentra en profundizar el concepto de desarrollo sustentable y la viabilidad de orientar la ciudad hacia un modelo de sustentabilidad urbana. A pesar de la importancia creciente del tema de desarrollo sustentable, sustentabilidad y sustentabilidad urbana, por mencionar algunos conceptos, su avance teórico y metodológico aún está en proceso de desarrollo. Aportar a la construcción de este marco conceptual es el principal alcance de este documento, partiendo del hecho de que los países subdesarrollados deben resolver simultáneamente los problemas de pobreza urbana de hoy y de preservación ecológica para el mañana, tarea que se vuelve titánica y casi imposible por la falta de recursos para cubrir tantos problemas urbanos a la vez. Por esto la necesidad de profundizar en el estudio de cómo ser sustentables en las ciudades de los países subdesarrollados con escasez de recursos y gran variedad de problemas ambientales. Lo que genera la necesidad de buscar nuevos paradigmas teóricos aplicables a los procesos de planeación y gestión de la ciudad, que permitan ser muy eficientes con pocos recursos y así construir escenarios de sustentabilidad urbana.
