The directives drawn up in this document aim at the University to afirm itself as an Institution able to assume their «academic and social commitment with the Colombian Nation» by means of the useful construction of knowlege for the interpretation and solution of diverse problems that the Colombians face. For such effect, the plan has settled down that the activities of the University must be inserted in the strategies for the fortification of the following aspects: National Presence, Internationalization, Quality and Academic Property, Efficient Management and Fairness, and Coexistence. La necesidad de plantear una serie de lineamientos Teóricos - Metodológicos para el manejo de la temática de espacio y territorio por parte de la Universidad está contemplada en el Plan Global de Desarrollo de la Universidad Nacional de Colombia 1999-2003: Un Compromiso Académico y Social con la Nación Colombiana. Las directrices trazadas en este documento apuntan a que la Universidad se afirme como una Institución capaz de asumir su «compromiso académico y social con la Nación Colombiana» mediante la construcción de saberes útiles para la interpretación y la solución de diversos problemas con que se enfrentan los colombianos. Para tal efecto, en el plan se ha establecido que las actividades de la Universidad deben insertarse en las estrategias para el fortalecimiento de los siguientes aspectos: Presencia Nacional, Internacionalización, Calidad y Pertenencia Académica, Gestión Eficiente y Equidad, y Convivencia.
