description	The concept of territorial development has become in recent years as a new approach to address the development problems that occur in the territories. The same seeks to synthesize the territorial experiences and conceptions that have been structured throughout the twentieth century of the development. The concept integrates dierent points of views that come from economic, political, social, institutional and environmental disciplines. However, this is a relatively recent concept, which its evolution is still in budding and fragmented. This article examines the dierent approaches that have been elaborated of the territorial development to present a complete and synthetic denition of it. This denition serves as a basis for evaluating the development problems facing the island of Puerto Rico, a dependent territory in the Caribbean region. It is chosen to study a dependent territory because they are seldom taken into account when generating development strategies worldwide.

El concepto de desarrollo territorial se ha convertido en los últimos años en el nuevo enfoque para atender los problemas de desarrollo que se presentan en los territorios. Busca sintetizar las experiencias y concepciones territoriales que se han elaborado a lo largo del siglo XX sobre el desarrollo. El concepto integra distintos puntos de vista, elaborados por disciplinas económicas, políticas, sociales, institucionales y ambientales. Sin embargo, por ser un concepto relativamente reciente su evolución está todavía en ciernes y es fragmentada. En este artículo se examinan los distintos plan- teamientos sobre el desarrollo territorial, para exponer una de nición sintética y completa del mismo. Dicha definición sirve de base para evaluar los problemas de desarrollo que confronta la isla de Puerto Rico, un territorio dependiente en la región del Caribe. Se escoge estudiar un territorio dependiente debido a que raras veces son tomados en consideración para generar estrategias de desarrollo a nivel mundial. O conceito de desenvolvimento territorial tornou-se nos últimos anos na nova abordagem para tratar de questões de desenvolvimento que surgem nos territórios. Ela procura sintetizar as experiências e conceitos territoriais que têm sido desenvolvidos ao longo do século XX sobre o conceito de desenvolvimento. O conceito integra diferentes pontos de vista produzidos por disciplinas econômicas, políticas, sociais, institucionais e ambientais. No entanto, sendo um relativamente novo evolução conceito ainda é incipiente e fragmentada. Este artigo discute as diferentes abordagens que têm sido desenvolvidos no desenvolvimento territorial para expor uma denição sintética e completa de que são examinados. Esta denição fornece uma base para a avaliação dos desaos de desenvolvimento enfrentados pela ilha de Porto Rico, um território dependente na região do Caribe. Ele é escolhido para estudar um território dependente, porque eles raramente são levados em consideração no desenvolvimento de estratégias geradas em todo o mundo.
