description This article deals with two seemingly distant themes: the rst explores the possibility of generating public space in the midst of built urban tissue using the Law 388 of 1997 and the second one by how to construct the discourse that will help the concerned citizen to proactively and synergically engage himself in the process of designing his/her territory. The case of the Tomás van der Hammen reservoir in Bogotá shows the two themes share a profound dialectical relationship. The exercise presented here proposes to keep the are free of humans, while, at the same time, perypherically generating the habitational densities that will allow to keep it unoccupied, through partial plans and/or issuing zones, or recipients of construction rights in contiguous areas or in other urban sectors. But urban design is a consensual issue, therefore, a discourse must be set up. The numerical, pictorial and cartographic display of alternative scenarios, such as those developed in this text, are the basis of a powerful architectural methodology to educate and inform citizens, generating appropriation, legitimacy and better participation, which is the best defense against corruption.

El caso de la reserva Thomas van der Hammen en Bogotá sirve para mostrar que los dos temas tienen una relación dialéctica profunda. El ejercicio que se presenta aquí plantea mantener libre la reserva, generando en su periferia las densidades habitacionales que paguen el precio de conservarla desocupada, mediante planes parciales y/o zonas emisoras, o receptoras de derechos de construcción en áreas contiguas o en otros sectores urbanos. Pero el diseño urbano es un asunto consensuado, por eso, es necesario que la ciudadanía esté bien informada y cuente con las herramientas necesarias para tomar decisiones. La visualización numérica, pictórica y cartográ ca de escenarios alternativos, como los que se desarrollan en este texto, son la base de metodología arquitectónica poderosa para informar a la ciudadanía, logrando apropia- ción, legitimidad y una mejor participación, lo cual es la mejor defensa contra la corrupción.  Este artigo trata de dois temas aparentemente distantes: o primeiro explora a possibilidade de gerar espaço público no meio do tecido urbano usando a Lei 388 de 1997 e o segundo sobre como construir a informação que ilustra o cidadão para participar do design do seu território. O caso da reserva de Thomas van der Hammen em Bogotá serve para mostrar que os dois temas têm uma profunda relação dialética. O exercício apresentado aqui propõe manter a reserva livre, gerando em suas periferias densidades habitacionais que pagam o preço de mantêlo desocupado, através de planos parciais e / ou zonas emissoras, ou destinatários de direitos de construção em áreas contíguas ou em outros setores urbanos . Mas o design urbano é uma questão consensual, portanto, é necessário que os cidadãos estejam bem informados e tenham as ferramentas necessárias para tomar decisões.
