Samenvatting:This article describes how Santa Fe, Argentina, one of the cities of major water criticality of the world, has developed regarding with the water courses that surround it. Starting from three disasters that affected the city it shows the social production of the risks at the local space.) In order to explain this, it shows the results of the analysis of the dynamics of growth, occupation and urbanization of the space and the public interventions and legal instruments that regulate the water courses in each historical period. The work ends up emphasizing the relevance of the configuration of the city for the social production of risk in a vulnerable territory and it also demonstrates the stamp of the public interventions in the process of risk visibilization.
