要約:The construction of the cities with more democratic urban spaces have been following among a challenge of contemporary urban planning. In Brazil, the democratization of these spaces involves the institutionalization of the insertion of popular participation in the city planning process, established by the Constitution of 1988 and the Statute of the City. Analyzing the experience of planning and urban technical culture in Curitiba/PR, we question whether popular participation was incorporated into the process of reviewing the Master Plan, in the post-constituent context. The analysis consists of verifying, through exploratory research, bibliographic review and official documents, the recent process of revision of the Master Plan, in 2014, focusing on the issue about of the popular participation. Thus, in a compared perspective with previous processes, the analysis of possible permanence, with the technical culture of Curitiba planning, imposed by the technocratic discourse, that has been currenting since the creation of IPPUC in the 1960s, and the ruptures, in detriment of the principles of democratic and participatory management, introduced by the City Statute in 2001.
