Sumario:The Social Housing is available for families who do not have access to the formal housing market. However, the conditions of its current offer in the country do not necessarily benefit the target public, because the beneficiaries have not been identified nor segregated, but above all because the bank interest rate applies on the subsidy reducing it. On one hand, by lowering the housing price its sale price is reduced too, but since the expense structure of the housing is not involved, specially its most volatile component — the value of land, the housing price increases again and voids the subsidy. On the other hand, the regulation of land market, taking into account urban planning, determines a technical-normative instruments (capture of land value and transference of urban exploitation) which allows the implementation of Social Housing projects in a quality urban environment.
