However, the conditions of its current offer in the country do not necessarily benefit the target public, because the beneficiaries have not been identified nor segregated, but above all because the bank interest rate applies on the subsidy reducing it. On one hand, by lowering the housing price its sale price is reduced too, but since the expense structure of the housing is not involved, specially its most volatile component — the value of land, the housing price increases again and voids the subsidy. On the other hand, the regulation of land market, taking into account urban planning, determines a technical-normative instruments (capture of land value and transference of urban exploitation) which allows the implementation of Social Housing projects in a quality urban environment. La vivienda social se ofrece a las familias que no pueden acceder al mercado formal de viviendas. Las condiciones de su actual oferta en el país no benefician necesariamente al público objetivo, debido a la falta de procedimientos de identificación y segregación de beneficiarios, pero, sobre todo, a que el subsidio se aplica sobre la tasa de interés bancario, en consecuencia, la tasa disminuye y, en un primer momento, disminuye también el precio de venta de la vivienda. Sin embargo, al no atacar la estructura de gasto de la vivienda, especialmente su componente más volátil (el valor del suelo), el precio de la vivienda vuelve a subir y anula el subsidio. A diferencia de lo anterior, la regulación del mercado del suelo por la planificación urbana determina instrumentos técnico-normativos (captura de valor de suelo y transferencia de aprovechamiento urbanístico) que permiten generar proyectos de vivienda social en un entorno urbano de calidad.
