The main goal is to examine the feasibility of public-private partnerships for the provision of low-income housing, identifying difficulties faced, responses and their impact on the development of co-operative organizations and on the implementation of local housing policies. The study showed that partnerships may succeed when the interaction between state and society is based on transparency, on common goals and on shared responsibilities. This experience showed that tenure security can be achieved through the collective ownership of land. However, the process of the partnership involved frictions between state officials and cooperators and also between different types of cooperatives. Moreover, land use restrictions, lack of access to construction finance and lack of a supportive legislative and policy framework jeopardize the development of low-income housing cooperatives in the country. O artigo analisa a parceria estabelecida entre as cooperativas habitacionais de Porto Alegre e o Departamento Municipal de Habitação (DEMHAB) por meio do Programa de Cooperativas Habitacionais implementado desde 1993. O objetivo principal é examinar a viabilidade de parceria entre o governo local e associações civis na provisão de habitação de baixa renda, identificando dificuldades, ações e impactos desse tipo de experiência no processo de formação de cooperativas e na implementação de políticas locais de habitação. O estudo demonstrou que parcerias podem ser bem-sucedidas quando a relação entre governo e sociedade civil é baseada na transparência, em objetivos comuns e na divisão de responsabilidades. Essa experiência demonstrou que o acesso legal à terra urbana pode ser alcançado a partir da propriedade coletiva do solo. A construção da parceria envolveu fricções entre técnicos municipais e cooperados e entre diferentes tipos de cooperativas. Além disto, legislação urbana restritiva, falta de acesso a financiamento para construção e falta de apoio legislativo ainda constituem obstáculos para o desenvolvimento de cooperativas habitacionais de baixa renda no país.
