The selection of the measures was based on municipal, state and federal legislation, concerned with land urbanization, as well as on the literature concerned with definitions and criteria for the conception of housing estates. It was also based on the study of five horizontal housing projects developed by the Housing and Urban Development Company (CDHU) from the State of São Paulo, and one carried out by a private developer. The paper initially presents a brief discussion of low-income housing in Brazil and introduces some key concepts related to the topic. Then, the urbanization costs involved in the development of a housing estate and the proposed measures are discussed. Finally, a comparative analysis of two case studies is carried out, aiming to illustrate how such measures can support decision making in the conception of low-income housing estates. O presente trabalho propõe um conjunto de indicadores para o diagnóstico de diferentes concepções urbanísticas quanto aos custos que induzem. A seleção dos indicadores adotados foi baseada em legislações municipais, estaduais e federais, relacionadas com a urbanização de glebas, bem como na literatura que apresenta definições e critérios para a concepção das partes que compõem os conjuntos habitacionais. Baseou-se, também, no estudo de cinco conjuntos habitacionais horizontais promovidos pela Companhia de Desenvolvimento Habitacional e Urbano do Estado de São Paulo (CDHU) e de um conjunto promovido pela iniciativa privada. Este texto se inicia com uma breve discussão sobre habitação de interesse social no Brasil e com a introdução de alguns conceitos fundamentais relacionados ao tema tratado. Depois, dicutem-se os custos relativos à urbanização de uma gleba para a implantação de um conjunto habitacional e os indicadores propostos. Ao final, faz-se uma análise comparativa de dois estudos de caso, para ilustrar como os referidos indicadores podem apoiar a tomada de decisões na concepção de conjuntos habitacionais para população de baixa renda.
