Following the analysis of tools, such as Value Engineering (VE) and Quality Function Development (QFD), a methodology for the development of infrastructure conceptual product design has been proposed. The methodology was applied in the design of the Technological Center of Civil and Environmental Engineering and Architecture of University of Passo Fundo. The results have shown that the proposed methodology helps in the development of infrastructure design process, allowing the development of alternative strategies, and provide quantitative elements for the adoption of the product conception suggested by the target users. Com o objetivo de auxiliar no processo de elaboração de projetos de infra-estrutura, mais especificamente em Engenharia Civil e Arquitetura, este artigo apresenta uma pesquisa nas áreas de Engenharia de Produção e Engenharia Mecânica para a obtenção de técnicas e metodologias de desenvolvimento de produtos industriais. Após a análise de ferramentas como Engenharia do Valor (EV) e Desdobramento da Função Qualidade (QFD), foi proposta uma metodologia para elaboração de projetos de infra-estrutura em nível conceitual. É apresentada uma aplicação da metodologia desenvolvida ao projeto do Centro Tecnológico de Engenharia Civil, Ambiental e Arquitetura da Universidade de Passo Fundo (CETEC-UPF). Os resultados mostram que a metodologia proposta auxilia no desenvolvimento do processo de projeto de infra-estrutura, permitindo a elaboração de estratégias, e fornece elementos quantitativos para a adoção da concepção do produto indicada pelo público-alvo.
