In that Program, the National Savings Bank - the main agency responsible for implementing the Federal Government housing policy - remains as the owner of the dwellings for a period of 15 years, and the management of the housing estates has become one of its responsibilities. This task has been subcontracted to real estate agencies. In order to achieve one of the final objectives of the Program, the transformation of the leaseholder into an owner, the users´ satisfaction is a very important factor, since it affects their permanence in the housing estate. This paper examines the way in which the management of housing estates is being carried out in this type of housing provision. Data from three projects built in the town of Pelotas, RS have been analyzed. The results indicate that the users are satisfied with the maintenance work carried out by real estate agencies, but also point out that they would like to have more participation in the management of the condominium, not only in the maintenance of communal spaces, but also on the definition of improvements and modifications, which is not compatible with the strict rules of the Residential Leasing Program. O Programa de Arrendamento Residencial (PAR) traz uma grande mudança no paradigma do sistema de acesso habitacional implantado pelo Estado brasileiro desde o período do Banco Nacional da Habitação, quando a propriedade da habitação era o centro do programa. Neste Programa, a Caixa Econômica Federal – principal órgão de execução da política habitacional do governo federal – permanece como proprietária pelo prazo de 15 anos, e a gestão dos conjuntos habitacionais entregues passou a fazer parte de suas responsabilidades. Esta gestão vem sendo terceirizada para empresas imobiliárias. Para atingir um dos objetivos finais do PAR, a transformação do arrendatário em proprietário, a satisfação dos usuários é fator determinante, pois esta influencia a sua permanência no conjunto habitacional. O presente artigo examina como estão sendo realizadas as ações de gestão condominial nesta modalidade de provimento de habitação. São examinados dados de três conjuntos produzidos pelo Programa em Pelotas, RS. Os resultados relatam a satisfação com as ações de manutenção prestadas pelas administradoras, mas evidenciam as aspirações dos arrendatários de uma maior interferência no processo da gestão, não somente no uso e na manutenção de seus espaços coletivos, mas também na definição de melhorias e modificações, o que não é contemplado nas regras estritas do PAR.
