Those spaces were classified in typologies (parks, public squares, plazas and yards), and their evolution through several years were investigated. They were also analysed in quantitative terms, and according to the existing infra structure, equipment, urban furniture, conservation and maintenance state, comparing with their spatial distribution and population density. A reflection on urban planning is made, investigating how such public spaces could contribute to environmental and urban qualification of the town, as elements of urban planning and design. Urban quality depends on existing leisure public spaces, considering both their quantity and quality. It means that it is not enough to quantify them, but it is also necessary to have a more detailed understanding about the quality of those spaces, and whether they fulfil the needs of the population equally. The introduction or the optimization of those spaces in urban areas is a major challenge, considering the transformation of social demands, legal limits of the State, and the real estate market influences. Therefore, the disordered city growth and the management policies, which do not always consider community needs, may affect the distribution, typology and maintenance of leisure public spaces, benefiting only a small part of the population. Este trabalho analisa a qualidade de vida urbana através de um estudo de caso na cidade de Passo Fundo, RS, sob a ótica dos espaços públicos destinados ao lazer. Classifica os espaços conforme as tipologias encontradas na cidade (parques, praças, largos e terreiros) e investiga seu quadro evolutivo ao longo dos anos. Analisa a quantidade desses espaços juntamente com a sua infra-estrutura, equipamentos, mobiliário urbano e estado de conservação e manutenção, além de fazer um contraponto com a distribuição espacial e a densidade populacional. Faz-se uma reflexão sobre o planejamento urbano, investigando em que medida os espaços públicos de lazer podem desempenhar funções de qualificação ambiental e urbanística da cidade enquanto elementos de planejamento e desenho urbano. A qualidade urbana se reflete nos espaços públicos de lazer existentes em uma cidade, tanto em nível quantitativo como qualitativo, isto é, não é suficiente apenas quantificá-los, mas se deve também fazer uma análise mais detalhada sobre a qualidade desses espaços e o atendimento aos habitantes de maneira igualitária. A inserção ou a otimização desses espaços na malha urbana representam um desafio importante, seja pelas transformações nas demandas sociais, como também pelos limites legais do poder público e pelas forças do mercado imobiliário. Assim, o crescimento desordenado das cidades e as políticas de gerenciamento, que nem sempre contemplam o interesse coletivo, criam reflexos na distribuição, tipologia e manutenção dos espaços públicos de lazer, favorecendo apenas parte da população.
