The spontaneous peripheries of Latin America have been treated in a paternalistic, tangential, generalist manner, which limits the compression of the collective popular imaginary, within the scenario marked by globalization and socio-spatial segregation, which tend to dilute and fragment the urban fabric, producing self-managed constructions and reconstructions, without planning. It starts from recognizing that cities are a complex artifact. It is proposed, as a main objective, to interpret the popular collective imaginary, from the Neighborhood Integral Improvement Program (PMIBs), between 2013-2015, at UPZ 67 Lucero, from the town of Ciudad Bolívar in Bogotá. The methodological strategy starts from the analysis, from the hermeneutical phenomenological perspective, which allows the identification of the multiple causes-effects. Finally, it is stated that PMIBs do not have the resources to operate. Nor does it concentrate its operation on a single entity. |

Las periferias espontáneas de Latinoamérica se han tratado de forma paternalista, tangencial, generalista, lo que limita la compresión del imaginario popular colectivo, dentro del escenario marcado por la globalización y la segregación socioespacial, que tienden a diluir y fragmentar el tejido urbano, produciendo las construcciones y reconstrucciones autogestionadas, sin planificación. Se parte de reconocer que las ciudades son un artefacto complejo. Se propone, como objetivo principal, interpretar los imaginarios colectivos populares, a partir del Programa de Mejoramiento Integral de Barrios (PMIB), entre los años 2013-2015, en la UPZ 67 Lucero, de la localidad de Ciudad Bolívar en Bogotá. La estrategia metodológica parte del análisis, desde la perspectiva fenomenológica hermenéutica, que permite identificar las múltiples causas-efectos. Finamente, se plantea que los PMIB no cuentan con los recursos para su funcionamiento. Tampoco concentra su funcionamiento en una única entidad. As periferias espontâneas da América Latina têm sido tratadas de maneira paternalista, tangencial e generalista, o que limita a compressão do imaginário popular coletivo, dentro do cenário marcado pela globalização e segregação socioespacial, que tendem a diluir e fragmentar o tecido urbano, produzindo construções e reconstruções autogerenciadas, sem planejamento. Começa com o reconhecimento de que as cidades são um artefato complexo. Propõe-se, como objetivo principal, interpretar o imaginário coletivo popular, do Programa de Melhoria do Bairro (PMIB), entre 2013-2015, na UPZ 67 Lucero, na localidade de Ciudad Bolívar, em Bogotá.
