Samenvatting: | The present article seeks to identify the connections and ruptures of collective rights to nature as part of the urbanization processes of suburban lands in the municipalities of Filandia and Montenegro in the Department of Quindío. The text addresses the implementation of the rules regarding the use and occupation of these areas; the identification of the different actors involved in the parceling process; and the historiographic revision of the landscape to show the changes of land uses in these processes.The main results are the violation of the norms that regulate the use and occupation of suburban land; it was also evident that there are no practices of parceling or rural subdivision associated with sustainable developments, generating environmental conflicts such as the increasing demand of water resources, the transformation of the landscape, the depletion of native flora and fauna and the loss of suitable soils for agricultural activity, and putting food sustainability at risk.The main recommendation is for local administrations that see an alternative development in these processes, but because of being devoid of land management and financing instruments, prevent the capture of the returns obtained by the private ones. |
