要約:The growth of the civil construction sector in the recent years, demonstrated by the impressive increase in real estate prices, divides specialists concerning the existence of a real estate bubble in Brazil and its next bust, in 2015. If this is the case, Sao Paulo could suffer urban consequences. On the other hand, countries like the USA and Spain are the economic, social and urban future artificial formation of a promising real estate market. This paper aims to identify the processes of formation of a real estate bubble and its implications for the creation of the urban territory, using the Spanish case study, to demonstrate whether or not there was a bubble in Sao Paulo. Its methodology is based on the analysis of Spanish economic data and its relation with the urbanization processes of new territories, the PAUs of Madrid. These data will be crossed with the Brazilian context and with the urban processes of the city of Sao Paulo, the Urban Operations. The study concludes that Sao Paulo suffered a bubble and a posterior real estate crisis. The urban projects and housing programs that drove this bubble have failed to solve the city´s structural urban problems. The PAUSs are presented as an alternative planning and management tool that could be implemented in the Brazilian context.
