The evolutionary condition of these sectors is explored through the concept of the "non-permanent" which, by moving through the different socio-cultural dynamics, allows us to think about how the uncertain, symbolic, diverse, and multiple can define over time the physical characteristics of the territories. The case study will be the Berlin neighborhood of Cali, Colombia, beginning with the social and cultural process of usurpation and pirate urbanization, where the variable of the political will be taken as a reference, in order to expose the urban-architectural as something fluctuating and impermanent. Este artículo plantea el tiempo como una dimensión en la que se estructuran y conectan diferentes variables que inciden en la consolidación de los sectores urbanos populares. La condición evolutiva de estos sectores se explora con el concepto de lo “no-permanente” el cual, al atravesar las diferentes dinámicas socio-culturales, permite pensar en cómo la incertidumbre, lo simbólico, lo diverso y lo múltiple pueden definir en el tiempo las características físicas de los territorios.
