Sumario:To overcome the powerly and exclusion conditions the many people have in the cities, specifically in urban shanty towns, is possible by starting at the local level with sustainable development processes which center their objectives on the individual ad the satisfaction of his/her needs, promoting the use of synergetic satisfaction tightly connected to the human group’s own cultural and value structures. Due to its strong local roots, such development process has the chance of powering a LOCAL DEVELOPMENT ALTERNATIVE. This is an alternative model since it is developed for and by the people. It has also the potential of becoming a seed for new forms of citizen's coexistence. It takes the concrete form of a solidary economy, a self dependent and participatory social net and the configuration of a physical configuration of a culturally appropriate urban environment, harmonizing with the natural environment. It is state that all these aspects must be coherently presented and shaped by an institutional-participatory organization with decision powers at the local level.
