Summary:The causes by which the function of the urban physical control is not applied in an effective way as well as its incidence in the generation of the risk in the urban area of Popayán are approached; by means of the application of an explanatory, argumentative and propositive methodology on the Colombian legal frame, the planning of disaster risk, the territorial ordering and the urban physical control; in this way the transversality is shown and the application of the Prospective Management of Risk in the urban planning that cannot be postponed, the inescapable increase of the communitarian resilience against the disasters and the social valuation of the preventive physical control.
