The causes by which the function of the urban physical control is not applied in an effective way as well as its incidence in the generation of the risk in the urban area of Popayán are approached; by means of the application of an explanatory, argumentative and propositive methodology on the Colombian legal frame, the planning of disaster risk, the territorial ordering and the urban physical control; in this way the transversality is shown and the application of the Prospective Management of Risk in the urban planning that cannot be postponed, the inescapable increase of the communitarian resilience against the disasters and the social valuation of the preventive physical control. Se abordan las causas por las cuales no se aplica efectivamente la función del control físico urbano y su incidencia en la generación del riesgo en el área urbana de Popayán; mediante la aplicación de una metodología explicativa, argumentativa y propositiva sobre: el marco legal colombiano, la conceptualización del riesgo de desastres, el ordenamiento territorial y el control físico urbano; demostrando la transversalidad e inaplazable aplicación de la Gestión Prospectiva del Riesgo en la planeación urbana, el ineludible incremento de la resiliencia comunitaria frente a los desastres y la valoración social del control físico preventivo. Neste artigo são abordadas as causas pelas quais nenhuma função de controle do físico urbano é realmente aplicada, e qual o impacto disto sobre a geração de risco na área urbana de Popayan, aplicando uma metodologia explicativa, argumentativa e propositiva ao respeito do quadro legal colombiano, a conceituação do risco de desastres, o ordenamento do território e o controle físico urbano. Assim é demonstrada a transversalidade e a aplicação urgente da Gestão do Risco Potencial no planejamento urbano, o aumento inevitável da resiliência da comunidade em face aos desastres e do valor social do controle físico e preventivo.
