Summary:The spontaneous peripheries of Latin America have been treated in a paternalistic, tangential, generalist manner, which limits the compression of the collective popular imaginary, within the scenario marked by globalization and socio-spatial segregation, which tend to dilute and fragment the urban fabric, producing self-managed constructions and reconstructions, without planning. It starts from recognizing that cities are a complex artifact. It is proposed, as a main objective, to interpret the popular collective imaginary, from the Neighborhood Integral Improvement Program (PMIBs), between 2013-2015, at UPZ 67 Lucero, from the town of Ciudad Bolívar in Bogotá. The methodological strategy starts from the analysis, from the hermeneutical phenomenological perspective, which allows the identification of the multiple causes-effects. Finally, it is stated that PMIBs do not have the resources to operate. Nor does it concentrate its operation on a single entity.
